Missions and responsibilities
The Directorate General of the Treasury, Financial and Monetary Cooperation is responsible for:
- The collection and centralisation of public revenue, subject to the provisions of specific texts;
- The development of rules for accounting for public revenue and expenditure;
- Monitoring compliance with accounting standards and procedures;
- The development and implementation of the cash management policy;
- The implementation of the State’s general accounting plan;
- The preparation of the public finance dashboard, the table of the State’s financial operations and the indicators for monitoring the summary statements;
- Production of the general account of the finance administration;
- Keeping the general and auxiliary accounts of the State and the special accounts of third parties and other correspondents of the Treasury;
- Supervision of the production of management accounts by public accountants;
- The preparation of the examination of the management accounts of the State, decentralized local authorities and public administrative institutions;
- Relations with the Court of Accounts, with regard to the management accounts of the main accountants;
- Supervision, coordination and control of the activities of accounting posts in the Treasury and financial administrations, decentralised local authorities and public administrative establishments;
- The payment of expenses of the State, decentralized local authorities and public administrative institutions;
- Monitoring the management of deposits authorized by laws and regulations, in conjunction with the structures concerned;
- Accounting monitoring of internal and external debt, in liaison with the administrations concerned;
- Centralization of the figures relating to the budgetary operations of the special accounts;
- The conduct of monetary studies;
- The policy for issuing and managing public securities with free subscription, in conjunction with the relevant Administrations;
- The preparation of draft laws and regulations relating to markets in financial instruments;
- Regulation and monitoring of the securitisation market;
- Organization and monitoring of financial and money markets;
- Monitoring of monetary policy, in conjunction with the issuing institution;
- International financial and monetary cooperation, with the International Monetary Fund, the World Bank, the African Development Bank, the Bank of Central African States, the Franc Zone and other unions and monetary zones;
- Regulation of decentralized financial systems and financial markets, in liaison with the Central African Banking Commission and the Financial Markets Commission;
- Monitoring the activities of credit and microfinance institutions;
- The drafting of banking and financial regulations, their implementation and the supervision of credit institutions, in liaison with the BEAC and the Central African Banking Commission;
- External financial control and foreign exchange regulation;
- Liaison with professional associations of credit institutions and the insurance market;
- Development, monitoring and control of insurance regulations;
- Relations with international insurance organizations;
- Protection of savings held by insurance companies;
- Contribution to the development of economic financing policy;
- The fight against economic crime and money laundering.
